He was born Dec. 12, 1941, in Sullivan, the son of Elmo and Olon (Woodruff) Phillips. He was retired from Peabody Coal Company and was a member of the United Mine Workers of America. Survivors include his wife, Rita L. (Ballard) Scott of Linton; two sons, Russell A. Phillips of Linton and Mike J. (Tracy) Phillips of Dugger; two step-children, Gary (Lori) Scott of Linton and Vicki (Curt) Yates of Jasonville; three sisters, Carolyn (Garland) Cowden of Anderson, Marilyn (Dillard) Stanton of Martinsville and Myra (Wally) Neal of Spencer; three grandchildren, five step-grandchildren; and one great-grandchild.
