CARLISLE ---- The CLIFF (Clean Lifestyles Is Freedom Forever) treatment program at the Wabash Valley Correctional Institute in Carlisle is a treatment program designed to rehabilitate inmates who are methamphetamine addicts through the use of a three-phase program.
