Linton City Council tables proposal; hears from Horse Council

The city of Linton tabled its plans to move forward with a disaster recovery grant proposal that could help grow a local business.

The agenda item was tabled at the Linton City Council's February meeting on Monday.

During the meeting, Linton Mayor Tom Jones briefly said, "The J&D Belt Service proposal is tabled until a later date."

In other business, the council heard from Yvette Rollins -- vice president of the Greene County Horse Council.

Rollins introduced herself and added that she was unsure who to ask about making a lease proposal for the Conservation Club.

"We're (G.C. Horse Council) interested in leasing the Conservation Club," she explained, noting the council is a non-profit organization that could bring economic value to the city.

The council promotes equine industry in the county and is dedicated to education, tourism, recreation, land use and planning as well as establishing healthier communities, Rollins said.

"We are 22nd in the state when it comes to the number of horses," she said.

The G.C. Horse Council could bring income, recreation and more to the community if allowed the use of the Conservation Club, she said.

"We could put in (horse) trails," Rollins added, later noting the trails would not interfere with the established mountain bike trails at the club.

"I hate to see it go to waste ... the Conservation Club has gone down hill," she said.

During discussion, Council President Jerry Ellett asked Rollins if a lease would affect others from using the property for fishing and mountain biking.

Rollins explained that any enhancements made to the property by the G.C. Horse Council would only help the community because it would still be open to the public.

"We have a good, working relationship with the mountain-biking people," Rollins said.

Linton Mayor Tom Jones asked if she had a lease proposal ready.

Rollins replied, "I don't have one prepared. I wanted to know who to talk to."

Council Member Charlie Cox asked if the G.C. Horse Council is separate from the Saddle Club -- which currently leases the Conservation Club.

"Last month we approved the lease for the Saddle Club," Cox noted.

Rollins replied that the G.C. Horse Council is separate from the Saddle Club.

"We have 64 active members and over 100 supporting members," she explained.

Council Member Linda Bedwell asked if the G.C. Horse Club works with the Special Olympics and Rollins replied yes.

Jones said that he doesn't want to lease the property without a park plan -- the city's five-year park plan just expired and was opened for proposals in January and reappeared on the February agenda.

Jones also invited Rollins to bring her suggestions to public hearings for the park plan.

"We will have three public meetings," he added.

At the end of the discussion, Rollins requested to be on the March monthly agenda.

"I will come back with a proposal next month," she added.

Later in the meeting, the council entered into negotiations for scope and fees (park plan item) with Christopher Burke Engineering of Indianapolis.

Income? Really? Will it bring as much income and tourism as the Goosepond? When are we going to realize that pipe dreams like this will never bring anyone to the area nor any income. A ferris wheel in the city park year round would probably gather more attention.

On the surface this sounds like a good deal, hopefully the Mayor and Council can do a better job making a decision on the Horse Council's proposal

Something needs to be done with the Consevation Club. Jay Gainey and his buddies along with Community Corrections made a nice place to ride bikes, hike or ride horses.

If the Saddle Club or GC horse council improve the trails, buildings, or even bring in $50 bucks from the land its more than its doing now.
