UPDATED: Plans announced for project at WestGate

Members of the Greene County Redevelopment Commission heard plans from a WestGate at Crane Technology Park developer Thursday. The company wants to purchase property in the Greene County sector to construct a 12,000 office building. J.R. Kendall of WestGate at Crane Development Company (WCDC) said the building tabbed as WestGate Seven will be located on County Road 200S in a site being developed by the Greene County Redevelopment Commission. Kendall, who didn't make a formal purchase offer for the approximate 2.36 acre lot, said he expects construction to begin in June. He pointed out that the steel frame building with decorative brick will be very similar to five buildings constructed by WCDC in the Martin and Daviess county sectors of the tri-county tech park. Kendall said the proposed building will have three store-front entrances and will be able to accommodate up to six tenants. He estimated that employment in the building will be about 30. Kendall also reported that WCDC will have 132,000 square feet of buildings completed in the tech park by June. However, the Redevelopment Commission balked at WCDC's preferred lot site because of unresolved legal issues on the south-side of the six lot site. The commission would like to acquire possession of a 65-feet wide strip on the north side of the property that could be used for sewer and water lines without getting easements. Total land in question amounts to about 2.75 acres. The property, which is both in Daviess and Greene counties, is owned by Judy Ann Murphy. Commission member Ken Gremore said Murphy has not been willing to sell the property in the past. The county has a couple of options to secure the property, other than eminent domain. As a first step, the commission authorized attorney Marilyn Hartman to draft a letter to Murphy outlining the county's plan to acquire the property in question, which up until this time has been part of a farming operation. If an agreement isn't reached on a purchase price, the county could file an adverse position claim as one method of possibly gaining control of the property. "Or we can just file a lawsuit," Hartman stated. She pointed out that filing a lawsuit would be costly to both parties with the county's legal bill possibly exceeding $10,000. Gremore was appointed to represent the commission and join Hartman in negotiation talks with Murphy. Commission member John Mensch said it was important to move quickly on the matter because planting season is approaching. "My motion would be to contact her and let her know what our intentions are and to proceed from there," Gremore said. While Kendall said the choice site would be identified as Lot No. 1, he did agree that he would talk with the other partners in the firm and see if they might be able to make their plans work on Lot No. 6 -- which is located directly across from the first selected site. Kendall and Commission architect Rick Coppock of the Bloomington firm of Bynum Fanyo & Associates, Inc. both presented very similar site plan for the 52-acre site, that the Redevelopment Commission recently purchased for $227,137 from Universal Bankcorp, Inc. (Bloomfield State Bank). The land deal was formally closed Thursday morning. There are a total of six possible development sites available on the site. Greene County Economic Development Corporation Executive Director Joan Bethell raised questions about Lot No. 1 -- saying with the layout of the building, it might be more appropriate to utilize Lot No. 2 or Lot No. 6 -- for aesthetic reasons. She expressed concern of the back of the building facing the roadway without some kind of screening or landscaping to make it more eye-appealing. Bethell also suggested there had been some talk in the past of Bloomfield State Bank possibly putting a branch bank on Lot No. 1, but she didn't know if that was still in the bank's plans. "We think it (Lot No. 1) is the best spot and if we are going to start developing on this land we would start with an office building at the front (corner lot)," Kendall said. "Obviously from our perspective, with our risk factor, we want the best lot. That is our feeling." Gremore lauded WGDC for sticking with the WestGate Authority and local officials with their promise and seeing a building located in Greene County is a reality. The commission voted to move forward and negotiate a sale of a lot to WCDC. Kendall said he would confer with his partners and would likely be prepared to submit a purchase offer at the March meeting.
