Linton City Council continues to discuss acquisition of historic home

The Linton City Council may be ready to act on the acquisition of a historic home at the corner of 4th and A streets (State Road 54) that may be given to the city. Monday night, city attorney John Rowe advised there are no environmental concerns with the property and he will be prepared to present a resolution at the next meeting that would proceed with doing the title work, meeting with the property owners Dr. Roger and Pam Bailey to work out details with a three-year use agreement making sure there are no restrictions if the city would want to sell the property in the future, look at carrying charges, the cost of bringing it up an appropriate state of repair and public accessibility. The Baileys have offered to give the property to the city, if certain stipulations are met. One stipulation is the city cannot sell the property for a period of three years. "We want to have an idea about the cost that we are going to incur," Rowe said. "We want to prepare a purchase agreement and go toward a closing with the understanding that if we find there is some defect or some cost that would be inappropriate for the city to bear, then go different." The council will have to approve the final agreement. "At this point, it is a discussion only. It has to meet their (the council's) approval," Rowe explained. The historic house dates to the early 1900s. Last month, Mayor John Wilkes told the city council the building has some very good possibilities for use by the city - including possibly being turned into a welcome center. Wilkes said there has been some inquires about individuals/businesses who might want to lease the property from the city. In other action, the council formally recognized Linton resident Jerri Thuis, a CVS Pharmacy employee, who recently stepped in to foil a scam that was been plotted against a local woman. Thuis was presented with an "Atta Girl Award" from council member Linda Bedwell. The council also: o Approved a lease with the Linton-Stockton Chamber of Commerce for use of the Conservation Club grounds to conduct the motocross races. Chamber of Commerce Executive Director Cheryl Hamilton presented Wilkes with a check that represented the profits from the past year's races. o Learned from Police Chief Troy Jerrell that his department now has an electronic fingerprinting machine that is being frequently used for handgun permit applications. Jerrell said his department is processing eight to nine applications on most days.

Ubelhor explains absence and his view of a controversial bill

District 62 State Rep. Matt Ubelhor (R-Bloomfield) has defended his decision not attend a Linton City Council meeting Monday night to discuss proposed legislation that could eliminate business personal property taxes -- heavily impacting the city, council and other municipalities in the state. The second-term lawmaker received a verbal scolding from Linton Mayor John Wilkes at the council meeting because he had sent an invitation and a reminder email to Ubelhor, and received no response. Wilkes had expected Ubelhor to be there and several firefighters and police officers were also in attendance eager to talk about House Bill 1001 and SB 1. Wilkes is passionately opposed to the bill -- saying it will have a huge negative impact on the budget. The mayor estimates the potential loss to the city of Linton and Stockton Township is staggering -- about $500,000 a year. Wilkes reminds that last year when the property tax caps hit and the city lost $300,000, the city was forced to layoff two firefighters and one police officer in a budget cutback. He said it will be even more devastating if the bill passes and he projected additional law enforcement or fire department cuts in the city. Both bills are supported by Gov. Mike Pence. Ubelhor told the Greene County Daily World that on Monday he was tied up with House floor action and meetings and didn't finish his work in time to make the trip to Linton. Ubelhor said in this, the last week of the regular legislative session, activity is hectic and meetings run longer than usual -- sometimes close to midnight. There is no way to predict it, he stressed. Ubelhor said he does plan to attend a future council meeting to discuss the bills in question and other legislative action. Ubelhor said there is no need to rush to talk about the bill. Even if it passes, the earliest it will have a direct impact on the city or the county is July 2015. The Republican lawmaker charges there has been a lot of misinformation put out concerning the business personal property tax bill. "That bill will have no impact on the county," Ubelhor said. "It's a public option thing. If a county wants to adopt it they can. If they don't want to adopt it they don't have too. There has been a lot of ado about nothing." As the House bill is now written, the county assessor can designate that a Revitalization Area can be declared exempt from the business personal property tax. The county commissioners would then have to approve the waiver. Somehow, Ubelhor said the word has wrongly been disseminated that the bill would eliminate a good chunk of state revenue that is collected and then distributed to cities, towns, schools, library and other governmental entities. The lawmaker said a blue ribbon study committee will look closely at the bill. The committee will review personal property and business taxation in the state; study issues related to the share of the overall tax burden borne by businesses in the state; study the competitive advantages and disadvantages for businesses in the state that result from the structure of state and local taxes; study the impact of the circuit breaker credits, study the impact of circuit breakers; study the impact of tax increment financing (TIF) on local government; and study the what the number or percentage of votes county option income tax council should be required to eliminate property taxes on new business personal property in a county. Ubelhor, who faces opposition in the General Election by Linton Democrat Jeff Sparks, said each county will be given the option to decide whether to eliminate the business personal property tax. "It is not a mandate at all," Ubelhor stressed. Ubelhor acknowledged that eliminating the tax can be a good tool for a county to have in its economic development toolbox of incentive options. The GOP lawmaker charged that the Indiana Association of Cities and Towns and the Indiana County Association have launched what the called a "catastrophe of misinformation" about the two bills in question. "It's unbelievable that they have misrepresented this," he said. "There has been a lot of misrepresentation of the facts." Both bills have been assigned to a compromise committee. The combined bill has yet to come up for a floor vote. The current session of the Indiana General Assembly ends on Friday.

Bloomfield Council hears plan for scaled-down pool project; new idea about building an indoor gym/track

The Bloomfield "Fill the Pool" project took on a potential new dynamic Wednesday night. The committee charged with raising money for the pool renovation suggested to the town council that it might want to add an indoor multi-purpose facility that would include a basketball court and indoor running or walking track.
