Town of Bloomfield comes up short on income survey returns to qualify for state wastewater improvement grant

The Bloomfield Town Council found out Wednesday night that the number of income surveys returned, as part of a state grant funding process, fell short of the required number, meaning the town will not be included in this round of grant applications with the Indiana Office of Community and Rural Affairs (OCRA). Southern Indiana Development Commission representative Rex Knight told council members Doug Frye and Dave Harding that 56 percent from low and moderate income households was needed to meet OCRA's minimum to be considered for the grant. The town's return was 44 percent with 338 of 777 mailed surveys returned. The town and SIDC will make their case for future funding at a meeting with OCRA reps on April 22. The town is seeking the OCRA grant in order to upgrade the severely deteriorated sewer system, some of which dates back to 1963. The town had hoped to apply for between $300,000 to $450,000 in grant funds. Earlier estimates from Brian Bullock, of Midwest Engineers, show that the implementation of the sewer liner will cost about $650,000. There are several voids under the manholes that lead to sewer systems, which could lead to hazardous road conditions. In addition, the sewer system has recently been scoped with a camera, and there are cracks in several places in the line and tree roots growing through the lines. Last year, the town paid about $300,000 to fix the lines. Those fixes were only temporary. There are cracks in the sewer line that allows a lot of sand and grit to enter the sewer lines, causing damage to the town's lift stations. There are fears that if something is not done soon, the town will no longer be in compliance with state regulations for its sewer system. "We weren't able to qualify this round, but we are looking and working with the community to see if we can't come up with some other sources for funding," Knight commented. "We know you've got some serious issues here with your wastewater system. We are going to try and do our best and see if we can't come up with some ways to help the community get that done and hopefully we can get a comprehensive fix, so that it's not just a piece-meal fix."
