FREE ACCESS: GCHD issues public notice of findings at Feed Store site
According to a press release issued by the Greene County Health Department (GCHD), a Public Notice of Petroleum Release, Spill or Overfill was issued on Friday, Aug. 13, 2021.
”Local health departments are required by statute (IC 13-23-16) to inform the public of the discovery of released regulated substances at an underground storage tank site or in the surrounding area under 329 IAC 9-4-1 (1) or a spill or overfill under 329 IAC 9-4-4 (a). The Indiana Department of Environmental Management (IDEM) was notified on Aug. 10, 2021, of such an incident from the owner or operator of the former Holtsclaw Standard (Feed Store Beer Company, LLC.) facility, located at 750 West Main Street in or near Bloomfield in Greene County,” the release reads.
“The Holtsclaw Standard site is a Petroleum Orphan Site Initiative (POSI) site overseen by the Indiana Brownfields Programs.
The underground storage tanks (USTs) were reportedly removed from the site in 1998; however, a closure report could not be located. To evaluate the potential presence of USTs at the site, a UST Closure/Phase II ESA was conducted in July of 2018.
Approximately 1,840 tons of impacted soil were removed from the site as part of the assessment. Excavation confirmation soil samples were collected, as well as soil and groundwater samples from nine soil borings/temporary monitoring wells installed at the site. Based on the findings of the assessment, the release appeared to be associated with the former dispenser area that was located in the western portion of the Site. Nine permanent monitoring wells were installed at the site and west-adjoining site to define the extent of contamination in the groundwater. After 12 quarterly groundwater sampling events, the plume appears to be stable and exhibiting evidence of decreasing concentrations of many contaminants of concern (CoCs) through natural attenuation, as supported by Mann-Kendall statistical trend analyses performed on CoCs over the last eight quarters. Therefore, the site is being recommended for closure and a leaking underground storage tank (LUST) incident number is being requested, so a ‘No Further Action’ determination letter can be issued by the Indiana Brownfields Program.”
