Linton-Stockton Trustees approve 2012 school budget

By Mark Stalcup STAFF WRITER The Linton-Stockton School Corporation Board of Trustees approved the $13 million 2012 school budget Monday by a 4-0 vote. The proposed budget now goes before the state's Local Government and Finance Department, where school administrators will work with the state to make any needed cuts. No members of the public commented on the budget, either at Monday's adoption meeting or the public hearing held Sept. 7. Tax levies and the overall budget are up slightly from last year. The total amount of the levy as proposed this year is 1.5238 percent, or $1.52 per $1,000 of assessed valuation. That's an increase from 2010's rate of $1.2598, or $1.26 per $1,000 of assessed valuation. Overall, the rate's decreased over the past five years. It's down considerably from 1.9 percent -- or $1.90 of every $1,000 in assessed valuation -- in 2006, Superintendent Nick Karazsia said. Another major change by the state now allows bus contracts to be included in its bus replacement funds. As outlined, the $13,807,220.08 budget proposal calls for: *General Fund allocations of $9,849,344. About 90 percent of this fund covers staff salaries and benefits, the superintendent said. * Debt Service Fund allocations of $1,162,971.58. * Retirement and Severance Bond Fund allocations of $245,728. * Capital Projects Fund allocations of $1,652,352. *School Transportation Fund allocations of $707,250. * School Bus Replacement Fund allocations of $189,575. Karazsia also received approval from trustees to work with the state's Local Government and Finance Department to make cuts as allowable within certain parameters. "If we do not make those cuts as needed, then Local Government and Finance will make the cuts themselves," Karazsia said. The school system received good news from the official student count day Sept. 15, the first of two this year. Student enrollment increased by 9.5 students, up to 1,319 in 2011 from 1,308.5 students in 2010. "If you're wondering how we could have a half student, kindergarteners are only counted as half" because they only attend half the day, Karazsia said. "Any increase of about 10 students is good news for us," Karazsia said because the school corporation's state funds are based in part upon student enrollment numbers taken on the official count dates in fall and spring. Trustees also set the dates for prom and commencement. Prom will be held May 5, while commencement ceremonies are held May 26. Those dates parallel last year's, Karazsia said, with prom held the first Saturday of the month and commencement ceremonies the Saturday before Memorial Day. Karazsia also successfully sought the board's approval to change the on-line payment method the school system utilizes. The change makes payments less expensive and more effective, the superintendent said. Previously, the school corporation used SkipJack, which sometimes delayed reporting of payments to the schools, required invoices from the school corporation to the company and charged parents a percentage of their payment as a fee. Now, the school system plans to use PayRedi, which charges a flat $2 fee per transaction and is billed directly to the user from the company. The school system is immediately notified by e-mail, Karazsia said. "You can also put multiple students on one transaction. Say you had three students (in your family) and you wanted to make a payment for all three. That'd be one $2 fee for all of them," he said. Linton-Stockton High School Principal Nathan Moore also nominated the school system for Department of Defense recognition regarding its excellent treatment of National Guard members among its staff. That resulted in a certificate of thanks for the school, Karazsia said. The board also approved the following appointments and hires: * Holly Kirk as a high school science teacher. * Kyle McKee as a junior high instructional assistant and full-time substitute teacher. * Matt Fougerousse as varsity baseball coach. * Kevin Allen as junior varsity basketball coach. * Glen Helton and Ted Williams as volunteer baseball coaches. * Aaron Lynn as the boys and girls head track coach. * Krystal Kirschner as the science department chair. * Wyatt LeGrand as the musical art director and Art Club sponsor. * Becky Miller as the Junior Civitan sponsor. * Ford Bond as the Student Council sponsor. * Janis Bond as the Student Council sponsor. * Pam Puckett as 6th grade instructional leader. * Holly Kirk as 5th and 6th grade girls basketball coordinator. * Dara Pilant as a School Improvement Team member. * Bart Wade as a School Improvement Team member. * Danielle Tucker as elementary Cheer Team sponsor. * Nicky Carr as elementary Cheer Team sponsor.
