Bloomfield Town Council agenda includes major sewer line problems and BPD dispatch system

The town of Bloomfield has some major sewer line problems and town council president Doug Frye appealed at Wednesday night's monthly council meeting for residents of South St. and some surrounding areas to be patient while plans are made of how to tackle the situation. Frye said a firm has videotaped the aged sewer lines and what they have found it is going to require some major work. "We are trying to get things lined up to apply for a grant to fix a bunch of those lines. It will be a while before we can do it. We'll be talking with SIDC (Southern Indiana Development Commission) to see if we can come up with some money. We've got major problems and we hope you (the residents) will bear with us. We are trying to get them fixed," Frye explained. "We're doing all we can do right now until we get some money to get them fixed." In other matters, the council still isn't ready to give the final OK for the town to join in the Spillman Dispatch system. In May, the council voted to allow the police department to purchase the software needed to begin working with the system. However, at the time councilman Eric Harrah wanted documentation from the Daviess County Sheriff's Department in Washington -- where the system's server is based -- that states the town of Bloomfield would not be charged for this service in the future. Along with Bloomfield, Jasonville Police and Linton Police will be working with the same Daviess County-based system. Greene County Sheriff's Department is already up and running the new dispatch system. Town Marshal Kenneth Tharp told the council he want to get approval for the system so his personnel could begin training and be ready to launch Spillman on Jan. 1, 2014. The cost of the software is $30,500 for the license to be used in three police vehicles and at the police department for the Computer Aided Dispatch (CAD) system. The CAD system will allow the Bloomfield Police Department to gather information on suspects, as well as those they associate with in the area. It can sound an alert if police have dealt with the subject in the past and if they had encountered a weapon with the individual. Tharp called it a good police tool. "Spillman is good for everyone involved," Tharp said. Using the system, dispatchers would take initial information from the original call and would enter it onto an information card. That information would then be sent directly to the computers in the patrol vehicles. Town Attorney Luke Rudisell told the council that in conversations he has had with the Daviess County attorney, he is under the impression Daviess County does not want any other agencies hooking on to their master Spillman system until the Spillman company gives the county a price break. The council decided to table the request for another month to allow Frye to accompany Tharp for a meeting with the Daviess County sheriff to receive assurance that no future fees would be assessed to the town. After the meeting, Tharp told the Greene County Daily World he would have preferred to have more time to train his officers on the system before it started at the first of the year. He also stated that hook-on or monthly fees had never been discussed in any previous conversations he has had with Daviess County officials. The council also approved a new reserve police officer. J.R. Blazer, a former member of the Worthington Police Department, was approved by a unanimous vote of the council. Blazer was with the Worthington PD for two years and prior served five years with the Linton Police Department Reserve unit. He has successfully completed training at the Indiana Law Enforcement Academy. The council also approved a request for Tharp to purchase four Kenworth digital radios for the police department. The radios will be purchased form Electronic Communication Systems based in Bloomington at a cost of $3,451. In other matters, the council, * Learned from street superintendent Don Lawless that leaf pick-up would begin Monday on all north-south streets, with pick-ups on the east-west streets starting the following week. * Granted permission to fire chief Lee Baker to purchase three sets of turnout gear at $1,815 a set. * Agreed to close Franklin St. on the east side of the courthouse square on Sunday, Dec. 1 for the Chamber of Commerce's annual Christmas event. The event will run from 1-6 p.m. and will feature a new addition this year -- a 5K Santa Run. * Learned from Tharp that solicitation of donations to the police department's annual Christmas food drive has begun. Tharp said Anita Ranard will be assisting with the collections this year from area businesses. * Received a plaque from Jenny Dearweaster, representing SIDC, who was commemorating 40 years of partnering with the town of Bloomfield on grant and consulting projects.
